How early is too early
A certificate is bound to one commit. If you keep shipping for a year after it is issued, it still says something true about the code on that day, but it is no longer describing what you are selling. Buyers can see the issue date, and a stale date invites the question you bought the certificate to avoid.
So the report is worth having whenever you want it. The certificate is worth timing.
